Dr Norman is the Vice President Academic and Professor of Education at DWU. Since coming to PNG in 1964 she has successfully taught in vocational, primary, secondary and tertiary institutions, every grade level of the education system from prep to doctoral level, and been associated with government, church and IEA systems. She has led and participated in development activities through PNG consultancy projects as well as international consultancies in the Solomon Islands, Western Samoa and the United Arab Emirates and Commonwealth projects for Aboriginal education in Australia.

She has excellent knowledge of the PNG national education system, processes, institutions and stakeholders. She is heavily involved in capacity building activities through in-service activities, facilitation of formal studies to upgrade qualifications of teachers, supervision of doctoral students, author of several textbooks for PNG primary and secondary schools, and editor of the DWU Research Journal.

One example of demonstrated skills to contribute to development in PNG was being the team leader of an AusAID funded consultancy project to analyse the capacity needs of the national education system in PNG and develop a three-year capacity development plan (March-June 2012). Glowing reports of her performance attest to excellent facilitation and communication skills in cross-cultural contexts.
